Trump administration offers Constellation Energy $5 billion loan to expand nuclear power for tech giants
# Trump Administration Offers Constellation Energy Up to $5 Billion to Expand Nuclear Power

The Trump administration has offered Constellation Energy a conditional loan commitment of up to $5 billion to expand electricity generation at eight existing nuclear power plants, adding approximately 1.1 gigawatts of capacity. Technology companies, including Amazon, Google and Meta, have already committed to purchasing much of the additional electricity to support their growing energy needs.

Constellation plans to increase the generating capacity of 11 existing nuclear reactors through a process known as an “uprate.” These upgrades typically involve modifying equipment and making other improvements that allow reactors to produce more electricity without building entirely new facilities.

The company said it had already committed more than $7 billion toward projects expected to add 1,080 megawatts of nuclear capacity for Google, Amazon and Meta. The proposed federal financing has not yet been finalized but could help reduce borrowing costs and support the projects' development.

## Federal Financing to Support Nuclear Expansion

Constellation said the conditional loan commitment could help accelerate investments in existing nuclear infrastructure and bring additional electricity onto the grid.

Joe Dominguez, the company's chairman, president and CEO, said the arrangement demonstrates how private-sector demand and federal financing can work together to expand domestic energy production. He pointed to long-term agreements with Google and Amazon as examples of how customer commitments can encourage investment in nuclear generating capacity.

Dominguez said the projects could help deliver reliable electricity, support employment, strengthen U.S. energy security and assist households and businesses in managing energy costs.

U.S. Energy Secretary Chris Wright said the Department of Energy was working to expand the country's nuclear generating capacity under President Donald Trump's energy agenda. He described upgrades to existing reactors as a way to increase electricity production from facilities already operating.

The administration says the initiative is intended to improve the availability, reliability and affordability of electricity for American households and businesses.

## Eight Nuclear Plants Across Three States

The planned upgrades involve eight nuclear power plants across Illinois, Maryland and Pennsylvania.

Six facilities are located in Illinois: Braidwood, Byron, Clinton, Dresden, La Salle and Quad Cities. The other two are Calvert Cliffs in Maryland and Limerick in Pennsylvania.

The projects are linked to electricity purchase agreements with major technology companies that are seeking additional power for their expanding operations, including the infrastructure required for artificial intelligence and data centers.

Google has committed to purchasing additional electricity from the Pennsylvania facility and four of the Illinois plants. Amazon will buy power from the Calvert Cliffs plant in Maryland, while Meta is effectively purchasing the entire output of the Clinton plant in Illinois.

These agreements provide a source of long-term demand for the additional nuclear electricity and form a central part of the companies' plans to secure power for their operations.

## Growing Electricity Demand Drives Nuclear Investment

The financing proposal comes as technology companies face rising electricity requirements associated with artificial intelligence, cloud computing and data center expansion.

Nuclear power offers a source of electricity that can be generated continuously, making existing nuclear facilities valuable to companies seeking dependable energy supplies. Increasing the output of operating reactors may also allow additional electricity to be produced without the construction timeline associated with entirely new nuclear plants.

For Constellation, the proposed loan commitment could improve financing conditions for projects already backed by substantial planned investment and long-term customer agreements.

However, the federal commitment remains conditional, and the company has not said that the financing will directly reduce electricity prices for residential customers.

## Impact on Household Electricity Bills Remains Uncertain

The Department of Energy said the proposed financing would support affordable and reliable electricity for American homes and businesses. Whether the additional nuclear generation will translate into lower household bills, however, remains unclear.

Constellation's announcement does not specify whether the projects will maintain, reduce or otherwise affect residential electricity rates. The impact on consumers will depend on factors beyond generating capacity, including financing arrangements, electricity market conditions and how the additional power is allocated.

The proposal therefore represents a significant planned investment in existing nuclear infrastructure, but its direct financial benefits for households have not yet been established.

As the United States seeks to meet growing electricity demand, the initiative highlights the expanding role of nuclear energy in supporting technology companies while raising questions about how the costs and benefits of new generating capacity will be distributed among businesses and residential customers.
