Oracle expands voluntary separation program for eligible US workers: What’s in the package
# Oracle Expands Voluntary Separation Program as AI Infrastructure Spending Surges

Oracle is expanding its voluntary separation program for eligible U.S. employees as the technology company continues restructuring its workforce while investing heavily in artificial intelligence and cloud infrastructure. The initiative offers eligible employees a severance package in exchange for voluntarily leaving the company, adding another option as Oracle reshapes its operations around growing demand for AI computing.

Under the program, eligible employees can receive six weeks of severance pay if they choose to leave. The offer is expected to take effect October 1 and could provide an alternative to Performance Improvement Plans for employees who are not meeting the company's performance expectations.

The initiative follows extensive workforce reductions across Oracle's global operations. The company has eliminated more than 21,000 jobs, representing approximately 13% of its workforce. Oracle ended fiscal 2026 with around 141,000 employees after implementing restructuring measures across several business units.

Research and development accounted for approximately 7,000 of the reported job reductions, while sales and marketing lost around 6,000 positions. Oracle also cut roughly 3,000 jobs each in its cloud and services organizations, reflecting changes in staffing priorities as the company reallocates resources.

## Job Cuts Extend Across International Operations

Oracle's restructuring has also affected employees outside the United States. In Ireland, the company has begun a collective redundancy process and informed employees of plans to eliminate another 70 positions. Most of the affected roles are in engineering and development, with additional reductions expected in sales and finance.

The company's America Cloud Infrastructure organization has also experienced significant reductions, with 546 employees reportedly affected. Software developers, infrastructure engineers and managers were among the groups impacted by the changes.

The latest developments illustrate the breadth of Oracle's restructuring as it adjusts staffing across technical, commercial and support functions. The voluntary separation offer gives eligible U.S. employees an opportunity to leave with financial assistance, while the company continues to assess where its workforce is needed most.

## Restructuring Costs Continue to Rise

Oracle's workforce changes have generated substantial restructuring expenses. The company spent approximately $1.84 billion on restructuring and severance during fiscal 2026. In September, it raised its expected restructuring costs by another $700 million, bringing the projected total to about $2.8 billion.

These expenses include severance payments, contract termination costs and other charges associated with reorganizing the business. Although restructuring can create opportunities to redirect spending, the process also imposes significant short-term financial costs.

The voluntary separation program adds to these efforts by offering eligible employees a defined severance package rather than relying exclusively on other performance-management or workforce-reduction measures.

## AI and Cloud Infrastructure Drive Capital Spending

While reducing its workforce, Oracle is increasing investment in the infrastructure needed to support AI services and cloud computing. The company is expanding data-center capacity and purchasing computing resources to meet growing demand from businesses seeking to deploy artificial intelligence applications.

Oracle reported capital expenditures of $28.5 billion in its latest quarter, substantially higher than the $8.5 billion recorded during the same period a year earlier. The company has also maintained its fiscal 2027 capital expenditure forecast at between $90 billion and $95 billion.

The scale of this spending highlights the growing financial demands of the AI infrastructure market. Data centers require significant investment in computing equipment, networking, power and other facilities, prompting technology companies to make major decisions about how they allocate capital and personnel.

Oracle's workforce reductions and infrastructure expansion reflect a shift in priorities rather than a uniform contraction across its business. The company is cutting positions in several areas while directing substantial resources toward cloud services and AI-related capacity.

## Oracle Seeks More Selective Resource Allocation

Oracle's new Chief Financial Officer, Hilary Maxson, has described the restructuring as an effort to make more deliberate decisions about where the company directs its financial resources and employees' time. The approach emphasizes prioritizing investments and business activities rather than simply expecting remaining employees to take on more work.

The expanded voluntary separation program is part of that broader effort to reshape the organization. Its financial and operational effects will depend on employee participation, the company's staffing requirements and the pace of its AI and cloud expansion.

For Oracle employees, the offer introduces another potential route out of the company with severance support. For the business, the initiative comes as management balances the costs of restructuring against the substantial investment required to compete in the rapidly growing AI infrastructure market.
