### Trump Orders Federal Agencies to Use ‘Super Intelligence’ Instead of ‘AI’

President Donald Trump has signed an executive order directing federal agencies to replace the terms “artificial intelligence” and “AI” with “Super Intelligence” and “SI” in official communications and other non-statutory documents.

The order follows a White House meeting between Trump and several leading technology executives, during which major AI companies also signed a voluntary agreement focused on safety measures for advanced AI systems.

Under the directive, federal departments and agencies are instructed to use “Super Intelligence” and “SI” in official correspondence, public communications, policy materials and other non-statutory documents. The administration said the terminology reflects the rapid evolution of advanced AI systems and their growing ability to extend human capabilities.

The White House argued that today’s frontier systems have progressed beyond the capabilities originally associated with the phrase “artificial intelligence.” According to the administration, these technologies increasingly enhance human creativity and problem-solving across areas including science, medicine and other fields.

The executive order also calls for the assistant to the president for science and technology to develop proposed legislative language establishing federal definitions for “Super Intelligence” and “SI.” The proposals are due within 60 days.

Until a new statutory definition is established, the order says the existing legal definition of artificial intelligence will continue to apply when implementing the directive.

Trump had previously signaled his preference for the phrase “Super Intelligence” during his address to the United Nations General Assembly, where he discussed the rapid development of advanced technologies.

Alongside the terminology change, technology companies participating in the White House meeting signed what was described as the “Joint Commitment on Frontier Responsibilities.” The voluntary agreement establishes a framework of internal safeguards and independent reviews for companies developing frontier AI models.

Among the executives signing the agreement were SpaceX CEO Elon Musk, Meta CEO Mark Zuckerberg, Nvidia CEO Jensen Huang, OpenAI executive Greg Brockman and Anthropic CEO Dario Amodei.

The agreement does not establish government enforcement measures or financial penalties. Participating companies will be able to select their own outside auditors, while the results of those reviews will not be required to be made public.

The framework outlines four levels of oversight. Companies are expected to establish internal controls to monitor frontier models during training and deployment, including safeguards related to cybersecurity, biosecurity and chemical risks.

A dedicated internal team would then oversee those controls and evaluate whether they are functioning as intended. The third layer involves an independent external auditor or evaluator reviewing the safeguards.

The final layer calls for an independent board committee to oversee reports from both internal and external review teams and ensure that identified problems receive appropriate attention.

Zuckerberg said the agreement represented a meaningful step toward strengthening oversight of advanced AI systems. In a post on X, he said commitments by major U.S. AI laboratories to implement internal controls and multiple layers of audits could provide greater confidence that their technologies would operate as intended.

The terminology shift comes amid continuing debate over the risks associated with increasingly capable AI systems. Technology executives and researchers have raised concerns about safety as companies accelerate the development of frontier models.

Trump has generally opposed efforts to slow the pace of AI development, arguing that excessive restrictions could weaken the United States’ position relative to China in the global technology competition.

The agreement also comes after increased attention surrounding the relationship between Trump and Amodei. The Anthropic CEO met privately with Trump at the White House earlier this month before signing the voluntary framework.

Trump defended the terminology change by saying “Super Intelligence” better reflects the potential and rapidly advancing capabilities of modern AI technologies. He also characterized the voluntary agreement as “morally binding,” saying the companies’ decision to sign it carried significant importance.

“They almost viewed it as a separate kind of constitution,” Trump said, describing the significance he attached to the companies’ commitment.
