### Trump Announces $15 Billion Iowa Steel Plant Backed by India’s Essar Group

President Donald Trump has announced plans for a $15 billion steelmaking complex in southeast Iowa, a project backed by India-based Essar Group that is expected to become one of the largest steel facilities in the United States.

The announcement was made at the White House on September 28 in the presence of Iowa Gov. Kim Reynolds, Sen. Joni Ernst and Reps. Mariannette Miller-Meeks and Ashley Hinson, along with steel industry executives and other officials.

The project is being developed by Mesabi Metallics, a Minnesota-based company owned by India’s Essar Group. The Iowa facility will be part of a broader $18 billion investment that also includes approximately $3 billion being spent to complete Mesabi Metallics’ iron ore mine and pellet plant in Minnesota.

The Iowa complex is expected to create more than 6,000 construction jobs and approximately 1,750 permanent positions once it becomes operational. The company expects steel production to begin around 2030.

Mesabi Metallics plans to supply the Iowa facility with iron ore from its newly opened mine on Minnesota’s Iron Range. The mine is the first new iron ore mine opened in the state in roughly five decades and is designed to form part of an integrated mine-to-mill supply chain.

The first phase of the Iowa plant is expected to produce approximately 7.5 million tons of steel annually, with the potential to increase production to about 10 million tons in later phases. The company plans to use processed iron ore and scrap steel in electric arc furnace technology.

The White House has described the project as a vertically integrated American steel operation, with iron ore mined in Minnesota and steel produced in Iowa. The administration has also said the facility will be capable of supplying high-grade steel for defense-related applications.

Mesabi Metallics Chairman Rewant Ruia said the project would connect the company's Minnesota mining operation with the planned Iowa steel complex, creating a domestic supply chain from iron ore extraction through steel production.

The project represents a major U.S. investment by Essar Group, an India-based conglomerate with interests in energy, infrastructure, mining and other industries. The Iowa facility marks a significant expansion of the group's steel operations in the United States.

Commerce Secretary Howard Lutnick said private capital would be used for the Iowa steel project and noted that the U.S. Export-Import Bank has supported financing for the Minnesota mine that will supply the facility.

The Export-Import Bank has committed up to $10 billion in financing for the company's broader U.S. expansion, according to Reuters. The federal support is connected to the integrated Minnesota-Iowa project.

Lutnick also said the Iowa steel project was not dependent on state tax incentives. His comments came as Iowa lawmakers were considering whether they might be called into a special legislative session to discuss potential incentives for the development.

Iowa Gov. Kim Reynolds described the project as a major economic development opportunity for southeast Iowa, citing the expected jobs, business activity and investment associated with the facility.

The project is expected to generate economic activity beyond its direct workforce. Mesabi Metallics estimates that its broader investment could generate approximately $95 billion in economic output during construction and the first 10 years of operations.

The announcement comes as the Trump administration continues to emphasize increased domestic steel production and the expansion of U.S. manufacturing capacity. Trump has linked the investment to his administration's steel tariff policies, arguing that higher import costs are encouraging companies to manufacture steel in the United States.

The Iowa development also adds a new dimension to the U.S.-India business relationship, with an India-based industrial group making a multibillion-dollar investment in American steel production.

If completed as planned, the mine-to-mill operation would connect Minnesota iron ore production with a large-scale Iowa steelmaking facility, creating an integrated supply chain spanning two U.S. states.

Construction and development will continue ahead of the targeted 2030 production start, with the project expected to remain a major industrial investment in the Midwest over the coming years.
